India govt launches portal to bring dead bodies of Indian citizens from abroad

NEW DELHI Sept 30: The e-CARe portal has been launched by the Union Ministry for requisitioning dead bodies of migrant Indians from abroad. Giving this information, Deputy Commissioner Mr. Amit Talwar said that in such cases the petitioners can directly submit their requests on the portal https://ecare.mohfw.gov.in/.

The Deputy Commissioner said that the Immigrant Indian Affairs Department of the Punjab Government has also issued a letter to the departments to inform as many people as possible about this portal so that during such cases people can submit their request on the portal. He said that the purpose of this portal is to bring the dead bodies of Indians to their homeland without any hindrance and delay through a smooth process in case of death abroad.

The eCARe Clearance Portal is for conducting dead body/human remains clearance procedures electronically which is expected to transform the government functioning to a more efficient mode. It is developed as a standard reusable product amenable to replication across the governments.

Public health clearance of dead body/human remains clearance brought from abroad is necessary as per Indian Aircraft (Public Health) Rules 1954 and International Health Regulations, 2005

Documents required for clearing a dead body:
All human remains arriving at Indian airports shall be accompanied by the following documents for public health clearance, namely:–
Embalming Certificate
Death certificate
NOC from Indian Embassy
Cancelled copy of Passport
Certificate of packaging of Human Remains as per WHO guidelines
[Optional] Certificate or endorsement by the consignee
[Optional] Supporting Documents (Medical History or others when requested)

Documents Required
Embalming Certificate:
(Please make sure that the embalming certificate fulfills below mentioned conditions)

Is the certificate translated in English (Translated Copies are accepted with the sign and stamp of the authorized translator)?
Is the chemical used and procedure followed for embalming mentioned on the certificate?
Does the certificate have a mention of packaging procedure?
Packing and sealing certificate of the urn:
(Please make sure that the embalming certificate fulfills below mentioned conditions)

Are the ashes contained in the urn with an outer packing of suitable material, from the crematorium?
Death Certificate:
(Please make sure that the death certificate fulfills below mentioned conditions)

Is the certificate translated in English (Translated Copies are accepted with the sign and stamp of the authorized translator)?
Is the Clear cause/ Reason of death mentioned by treating physician/hospital?
NOC From Indian Embassy of concern country:
(Please make sure that the NOC fulfills below mentioned conditions)

There is a mention of the Name, Age/gender, date of death & place and the passport number of the deceased.
If the passport is missing or not accessible, please provide the reason
Cancelled passport:
Scanned copy of Front and Back side of the cancelled passport
